Gen. Salim Saleh Speaks Frankly to Boda Bodas in Gulu, Commends Hon. Kasolo on Emyooga Progress

While addressing a gathering of Boda Boda riders in Gulu, Gen. Salim Saleh offered both candid reflections and heartfelt commendations regarding the Emyooga program—a presidential initiative aimed at job creation through support to organized enterprise groups.
Speaking openly, Gen. Saleh acknowledged that not all groups had used the funds responsibly.
“Let’s be honest,” he said. “Some Emyooga groups simply ate the money. That’s a fact we cannot hide. But that doesn’t mean the program has failed. It means we must learn and do better.”
Amidst the hard truths, the General took a moment to appreciate the leadership behind the program, particularly that of Hon. Haruna Kyeyune Kasolo, the State Minister for Microfinance.
“I want to thank Hon. Kasolo,” Saleh stated. “Despite the challenges, he has done a great job moving across the country, engaging communities, and ensuring the original intention of Emyooga—lifting people out of poverty through enterprise—is not lost.”
Gen. Saleh emphasized that the program’s success depends not just on government support but on mindset change within beneficiary groups.
“Programs like Emyooga work best when the people themselves take them seriously. Minister Kasolo has played his part—now it’s our turn, especially you the youth and riders here in Gulu,” he added.
His message struck a balance between accountability and encouragement, reminding the audience that real transformation requires both strong leadership and community responsibility.
