President Yoweri Museveni has appointed Frank Rusa as acting Kampala Capital City Authority (KCCA) executive director (ED) and Robert Nowera as his deputy.
Rusa and Nowera have been working as KCCA directors of legal affairs and revenue collection, respectively.
Their appointment on Wednesday (September 25) follows the recent sacking of the KCCA ED, Dorothy Kisaka, and her deputy, Eng. David Luyimbazi, over the alleged criminal negligence of Kiteezi landfill in Wakiso district.
They were dismissed in the public interest by President Yoweri Museveni on September 24, 2024, alongside the director of public health, Dr. Daniel Okello.
The 36-acre Kiteezi landfill, which is the only landfill serving the whole of Kampala, Wakiso, and parts of Mukono, collapsed last month, killing over 35 people and injuring others.
On Wednesday, the President also appointed Sarah Zalwango as acting KCCA director of public health.
Zalwango has been the acting KCCA deputy director of public health or manager of medical services.
Haji Yusuf Kakande, the secretary of the Office of the President, signed their appointment letters.
Decisive response
President Museveni dismissed the three officials in what the State House press statement called “a decisive response” to the findings of the Inspector General of Government’s (IGG) report concerning the disaster.
The report, the State House said, “clearly outlined the severe oversight and negligence” exhibited by the three top officials.
It also said that in light of these findings, the President called upon the Police’s Criminal Investigations Directorate and other crime management agencies to thoroughly investigate the matter further, focussing on the angle of criminal negligence associated with the “distressful” collapse of the landfill.
To ensure a swift transition in leadership, the President directed the Public Service Commission to advertise the positions of three positions, with a goal of appointing new officials within three months.
