City Landlord on the run after body found in septic tank

A city landlord is on the run following the discovery of a badly decomposed body on his property in Namungoona, Rubaga Division, Kampala. 

Kampala Metropolitan Deputy Police spokesperson Luke Owoyesigyire says that Joseph Ssemugenyi slithered into thin space and fled after the gruesome discovery by a tenant on Sunday, August 4 

The tenant, who police didn’t name, made the discovery after she was hit by a pungent smell and upon closer inspection caught sight of the floating body, promoting her to let out a piercing alarm, Owoyesigyire, said.

Horrified, the tenant immediately alerted her landlord (Ssemugenyi), who in turn informed the local council chairperson, who also notified the Police.

However, when the Police Scene of Crime Officers (SOCO) and investigators arrived at the scene, they realized Ssemugenyi had fled with all his known numbers switched off, heightening the suspicion.  

Owoyesigyire confirmed that Ssemugenyi had disappeared and the hunt for him is on.  “The landlord’s wife has since been arrested to help in the ongoing Police investigations.”

The deceased, a male adult believed to be in his 30’s. Owing to the state of decomposition, it is believed he could have been dumped there two weeks ago.

Past incidents

In 2022, Police arrested two suspects in connection with the discovery of a nine-year-old boy’s body decomposing in a septic tank in Wamala village, Nansana municipality, Wakiso district.

In another 2021 case still raging on, Police recovered the body of Immaculate Onebe inside a septic tank at their home in Muyenga,

Kampala.

Her husband, Francis Onebe, initially claimed that his wife had been kidnapped by unknown men, but he is now standing trial for his wife’s murder after a former security guard implicated him.
