City tycoon Kamoga arrested over disputed Entebbe property

Kampala city land broker Muhammad Kamoga has been arrested over failure to hand over land titles related to a disputed 8-acre property in Bugabo-Garuga, Entebbe.

Kamoga was arraigned before the High Court on Thursday, where deputy registrar Christine Namutebi gave him seven days to produce over 30 land titles.

The titles are part of a 2018 consent order requiring Kamoga to surrender 45 land titles to 20 individuals led by Andrew Nganda Bugingo. According to court documents, Kamoga failed to comply with the order, prompting his arrest by court bailiffs on Wednesday.

Initially, Kamoga, through his lawyer Moses Karungu of Lee Advocates, claimed to have deposited the titles with the court. However, he later admitted to having only one certificate of title and requested additional time to produce the remaining ones.

In court, Kamoga claimed partial compliance, stating that he had handed over one title for eight acres to Bugingo’s lawyer, Zack Olum. But Bugingo, who has been pursuing the matter for over six years, expressed frustration with the court’s slow process and described Kamoga as a “perennial fraudster.”

He said Kamoga has been elusive since 2018 and continues to transfer titles into his name but is determined to pursue justice and ensure that he is held accountable. The deputy registrar, Namutebi, ordered Kamoga to return to court on May 5, 2025, with all remaining land titles.

Kamoga is no stranger to controversy. In March 2025, he reportedly evaded arrest in another fraud case involving a 200-acre land deal in Garuga, Bukaya, Entebbe. In a separate case, Fredrick Kwatakunsawo Ssengooba has also dragged Kamoga to the Commercial Court, seeking over Shs 1 billion. Ssengooba alleges that Kamoga fraudulently transferred land at Bukaya into his name.
