Museveni Promotes Crime Intelligence Boss Brig Christopher Damulira to Major General

President Yoweri Kaguta Museveni has promoted Uganda Police’s Crime Intelligence Director, Brig Gen Christopher Sserunjogi Damulira, to the rank of Major General in the Uganda People’s Defence Forces (UPDF), in recognition of his distinguished service in securing the country against criminal and terrorist threats.

The elevation of Gen Damulira, confirmed through military channels on Sunday, June 22, was made directly by President Museveni in his capacity as Commander-in-Chief of the Armed Forces.

Damulira, who has served as Director of Crime Intelligence since 2019, is widely regarded as one of Uganda’s most seasoned and effective intelligence officers. His appointment came during a period of heightened insecurity, with urban crime and insurgent-linked activity threatening Kampala and its environs.

Under his leadership, the Crime Intelligence Directorate has played a pivotal role in dismantling sleeper cells of the Allied Democratic Forces (ADF), arresting key suspects linked to  President Yoweri Kaguta Museveni has promoted Uganda Police’s Crime Intelligence Director, Brig Gen Christopher Sserunjogi Damulira, to the rank of Major General in the Uganda People’s Defence Forces (UPDF), in recognition of his distinguished service in securing the country against criminal and terrorist threats.

Under his leadership, the Crime Intelligence Directorate has played a pivotal role in dismantling sleeper cells of the Allied Democratic Forces (ADF), arresting key suspects linked to high-profile assassinations and foiled bomb plots.

Notably, Damulira’s team helped crack the 2021 attempted assassination of General Edward Katumba Wamala and investigations into the 2017 murder of AIGP Andrew Felix Kaweesi.

Damulira’s approach has blended sophisticated surveillance, rapid-response coordination, and multi-agency intelligence sharing, making Crime Intelligence one of the most dynamic arms of Uganda’s internal security architecture.

In October 2023, during Uganda’s 61st Independence Day celebrations, Museveni awarded him the Exemplary Order of Service (Class II) medal, one of the highest decorations in the Uganda Police Force, for his unwavering commitment and professional conduct.

The promotion to Major General is expected to bolster Uganda’s efforts in counter-terrorism, transnational crime disruption, and strategic intelligence reforms, especially as regional security threats evolve.
